In Strip 1335, O-Chul states that he has healing powers. However, it is established earlier that Charisma is his dump stat.

A Paladin’s Lay on Hands ability heals a number of hit points equal to the Paladin’s level × Charisma bonus. Because there is no minimum healing amount, a Paladin with no Charisma bonus cannot use the ability.

Paladins gain spellcasting at level 4, provided they have Wisdom 12 or higher. At that point they can cast low-level Cleric spells such as Cure Light Wounds, which would account for O-Chul’s statement.

At level 5, a Paladin gains a Special Mount. O-Chul is never shown with a Special Mount.

Taken together, these details imply that O-Chul has exactly four Paladin levels.
